Fellowship Use
Fellowships are for full-time study in:
- Academic programs (degree granting or nondegree granting)
- Self-designed study programs
- A combination of academic and self-designed programs
It is possible for applicants to structure fellowship plans to include two or three segments of full-time study interrupted by periods of returning to full-time employment. Financial support is only accessible while fellows are pursuing the fellowship full time.
Elected and government officials at policymaking levels, or their spouses, are required to use fellowships only for degree-granting programs.

Fellowships are not granted for:
- Applicants currently enrolled as full-time students
- Part-time study combined with full- or part-time employment
- Academic research
- Publications
- Design and implementation of service programs or projects
Additionally, fellowships are unlikely to be granted for:
- Programs intended to meet the continuing education requirements for professional certification.
- Completion of basic education requirements for entry-level jobs.
- Professional certification.
- Projects that might be more properly the subjects of grant proposals from organizations.
